The Malian military opposed to assistance of ECOWAS

The letter from the President of Mali Acting Dioncounda Traoré, in which he "solicit" officially using the Economic Community of West Africa (ECOWAS), "in connection with the recovery of the occupied territories and North the fight against terrorism "is reached, Tuesday, Sept. 4, to the recipient, the head of the Ivorian state, Alassane Ouattara, President of ECOWAS.

Immediately, Paris announced Thursday, the organization of a conference on the Sahel, September 26 in New York on the sidelines of the General Assembly of the United Nations, whose support is necessary for military intervention Mali.

Sixty heads of states are invited, and François Hollande has already said he would. But Kati HQ Malian military junta, the origin of the coup in March that toppled former President Amadou Toumani Touré, very negative responses were received. A stormy meeting, sources said, was held there at the conclusion of which the Malian soldiers showed their hostility to any foreign intervention. "The position is clear: we do not want interposition forces on our soil," confirmed Thursday on RFI, Bakary Mariko, spokesman Captain Amadou Sanogo, the junta leader, who was himself put troubled by his troops.

The call to the rescue of President Traoré, carried by an envoy in Abidjan, however, would be prudent. In his letter dated September 1, which Le Monde has obtained a copy, the head of the Malian Acting seeking to regain northern Mali declared independent on April 6th by the Tuareg National Movement for the Liberation of Azawad (MNLA) and occupied by armed jihadi groups allied with al-Qaida in the Islamic Maghreb (AQIM), sending "five battalions from the front line to engage gradually regained control of the cities."

NEGOTIATIONS IN ADVANCE

However, this line starts at 683 km from Bamako, which excludes any foreign military presence in the portion managed by the central government where the junta. On "securing the transitional institutions" Traore said, however, that "the deployment of formed police units or military combat is not the goal." As for the "reorganization of the armed forces and security," the third chapter opened in the mail, it is mentioned that technical assistance, as "the formation of a battalion of mine."

These details prove that there has been negotiations in advance with representatives of the junta, before she expresses dissatisfaction. President Traoré "thought he had an agreement with the military, but the enthusiasm lasted only twenty-four hours, and now he is in danger, and the transition", warns one of his relatives who wishes to preserve the anonymity.

In May, the head of state, brutally attacked in his office by protesters, had to leave the country for medical treatment in Paris. It was only two months later he was able to return to Bamako. "We made a mistake at this point, continuing this close. We never should have let him go without an external security as advocated by many, including Laurent Fabius."

Described "very isolated" in his own country, Mr. Traoré, who should lead the transition in a country split in two, sees the circle of his followers cut more. And seems to have little influence on the new government "national unity" led by Prime Minister Cheick Modibo Diarra, formed in August. The junta, which made power to civilians after the coup, it has strong support.

Jihadists ALWAYS PROGRESS

However, the latter opposes the intervention of ECOWAS in arguing that African organization holds, in order to act itself, weapons which were due to be delivered. Purchased by former President Amadou Toumani Touré, weapons of war are effectively blocked since July 27, the port of Conakry, at the request of ECOWAS, has recognized the Guinean government. Fear, experts say the case, they fall into the hands of a Malian army considered "unstructured" or worse, they are sold to the jihadists in the north.

These still progressing. September 1, Douentza, a strategic town of Mopti region, less than 150 kilometers from the "front line" which referred Traore was taken without bloodshed by the Movement for the uniqueness and Jihad in West Africa (Mujao).

Described as a "top priority" by the President of Mali, the project recognized

looking North with the reinforcement of the ECOWAS is actively supported by France. "We have a request Mali, this request may or may seem it should take an African dimension. And this time, the Security Council [UN] shall exercise its responsibilities for the maintenance of peace and international security, "said Jean-Felix Paganon, chief advisor of French diplomacy in the Sahel in a statement released Thursday by the Senegalese public television.

"France, continued the diplomat who made a return visit in the countries of the region, does not intend to be a leading player, but it can be a facilitator." Bamako before, yet it is he who has found the request "formal" from Mali to CEDEO at risk of offending sensibilities.
